Where are the Appendices? There should be a link a the bottom. And thanks to Guaka for fixing that, I am still new to the WIKI and didnt want to break anything.

Rather than communicating periodically it would be better to have ways for interactive communication with the collective while the issues are being discussed. Providing centralized bidirectional communication channel between the collective and the community outside of Paris is essential in keeping the rest informed.

One person responsible for updates is a major effort for that person, and doesn't really provide unfiltered information channel - whereas newsletters are nice, for anyone seriously attempting to volunteer outside the collective it's simply not enough. Updating daily tasks to communications person as well as purely by technological means has also been attempted, without much success.

Now, the way to really learn from past mistakes with collective communications is to take minutes and publicly report the results of daily summary hours and discussions. If the collective is really making progress towards the mission, this should be no problem...
